Winning entry for the competition Station District Hamburg-Altona

VOGT, together with C.F. Møller, wins the design competition for the new Altona station district in Hamburg.

The planned relocation of the Hamburg-Altona terminal station to Diebsteich opens up a unique urban development opportunity for a new neighborhood at the transition between Altona and Ottensen. A wide range of requirements must be addressed. Foremost is the desire for a new urban center and green public spaces for Altona. The bus terminal needs to be significantly expanded to meet future demand. At the same time, traffic flows from public transport, pedestrians, cyclists, cars, taxis, and deliveries must be clearly separated. Areas for offices and commercial uses are to remain flexible, while new housing is to be created.

The design proposes a simple, robust, and adaptable framework for long-term development. Clear urban design interventions define distinct types of open space: park, urban square, ornamental square, promenades, streets, and pedestrian zones. This creates a strong sense of identity, orientation, diversity of use, and social sustainability.

The future traffic-calmed Paul-Nevermann-Platz will become the new center of Altona. It connects, in an east–west direction, the pedestrian areas of Ottenser Hauptstraße with the historic and new Große Bergstraße on the Altona side. In a north–south direction, it links adjacent larger urban spaces, forming a sequence from the emerging Mitte Altona district down to the Elbe. As a classical urban square, it is paved and designed for flexible use. Climate-resilient urban trees provide shade, enhance evaporation, improve the microclimate, and add ecological value.

The new bus terminal is organized along the remaining S-Bahn line on former regional and long-distance rail tracks. By integrating with existing infrastructure, it ensures short distances, clear orientation, and minimal impact on the surrounding neighborhood.

A neighborhood park will be created on the majority of the former rail corridor. It responds to the demand for green spaces for recreation, play, and sports. The topography, derived from the existing conditions, creates distance from transport infrastructure and enhances the quality of stay. The adjacent street is designed as a traffic-calmed park promenade.

The proposal stands out for its clear structure, high diversity of uses, and sustainable development perspective.

The competition process was accompanied by extensive public participation, which had already gathered and consolidated ideas, needs, and aspirations in advance. At the start of the competition, the public was invited to engage with the planning teams in an on-site workshop format. At the conclusion, the five proposals were presented again to the public and evaluated by citizens. The design presented by our team received positive feedback.

The design by VOGT and C.F. Møller, together with that by Studio Erde and Noto, will be further developed in the next phase of the process.
