Winning entry for the competition Bezirksamt Hamburg-Nord

Vogt, together with Diener + Diener Architekten, wins the competition for the Bezirksamt Hamburg-Nord

The ensemble of the District Office in Hamburg-Eppendorf, designed by building director Paul Seitz in the 1950s, was the first newly constructed district town hall of the postwar period and is now a listed monument as an outstanding example of postwar modernism. The district, together with the Monument Protection Office and the property owner Ditting, has advocated for the preservation of the ensemble rather than its demolition.

The winning team’s design proposes five urban, landscape, and architectural interventions that strengthen the relationship between the historic ensemble, Eppendorf, and the adjacent parks — Eppendorfer Park to the west and Kellinghusens Park to the east. These include: the densification of tree plantings along the main thoroughfares, a new pavilion on Marie-Jonas-Platz, a new freestanding building framing the open space, a high-rise above the existing library with views toward Eppendorfer Park, and the transformation of the listed structure into a form of residential use.

At the core of the project are not only adaptive reuse and spatial densification, but above all the opening of the public realm and the strengthening of the connections between the various parks, each with their distinct spatial scales and atmospheres.
